Prioritization will be crucial to ensure the optimal sequencing of the various points outlined in the campaign. Inclusivity in the implementation process will be of paramount importance.
Since education is a subject on the Concurrent List, it necessitates meticulous planning, joint oversight, and collaborative implementation between the Central and State governments.
To ensure satisfactory implementation, the timely allocation of necessary resources—human, infrastructural, and financial—at both the Central and State levels will be of vital significance.
The first critical prerequisite for the effective implementation of the *Viksit Bharat Shiksha Abhiyan* involves an in-depth study and brainstorming session regarding every aspect of the campaign, followed by a detailed examination of each specific point and an analysis of key issues. Subsequently, experts must be appointed at the national level to conduct these studies, along with the appointment of support staff to assist them. Furthermore, it is absolutely essential to constitute expert committees and support bodies at the State, District, and Taluka levels. A written examination and an interview will be mandatory for every official involved in this initiative.
This abhiyan will operate across three distinct phases: Primary, Secondary, and Final.
[Regarding the] Actual Operational Model: It is crucial to conduct a thorough study and analysis of factors such as working hours, methodologies, remuneration, as well as the educational qualifications, capabilities, professional experience, and commitment of the personnel involved. Implementation Points for the 'Viksit Bharat Shiksha Abhiyan' –
For all the following points, the *Council*, *Accreditation Council*, and *Standards Council* should be regularly utilized; however, the most critical and primary/initial task is the implementation of the *Standards Council*. This implementation must be carried out regarding the following points:
1) Infrastructure – Adequate infrastructure in accordance with the regulations set by the Standards Authority.
2) Central Advisory Board – Constitution of the Central Advisory Board. The Board should comprise: 1) Administrators, 2) Professors, 3) Industry Professionals, 4) Social Workers/NGO Representatives, 5) Research Scientists/Researchers, 6) Educationists, 7) Skilled Personnel, 8) Professionals.
3) Workforce and Cadre Strength
4) Working Hours for Students and Staff
5) Structure and Curriculum – It must be designed to facilitate the holistic education of students.
6) Distribution (by percentage) of Core, Multidisciplinary, Interdisciplinary, Co-curricular, and Extra-curricular components – This allocation should be formulated based on the advice of an expert committee. 7) Memorandums of Understanding (MoUs) with Industry and Local Experts.
8) Finance Department – All financial matters; operations must be transparent.
9) Administration Department – All administrative operations; operations must be transparent.
10) Academic Department – All academic initiatives; operations must be transparent.
